According to http://www.bullyonline.org/workbully/bully.htm, bullying (that includes the silent bullies, the ones who manipulate situations and people in secret) happens when a person wants to hide his inadequacy. Bullies project their inadequacy on to others because: (1) They want to avoid facing up to their inadequacy and doing something about it; (2) to avoid accepting responsibility for their behaviour and the effect it has on others; (3) to reduce their fear of being seen for what they are, namely weak, inadequate and often incompetent individuals, and (4) to divert attention away from their inadequacy.
