The Police Regional Office (PRO) 6 might reshuffle its key personnel before the Commission on Election (Comelec) imposes its election ban on the promotions or movement in any government position.
Chief Supt. Agrimero Cruz, Jr., PRO6 director, said that the changes might be instituted as soon as the PNP national headquarters in Camp Crame would response to his recommendation.
“For now, we will just wait for the official order,” he said.
Part of Cruz’s recommendation was to relieve personnel who have exceeded the usual two-year tour of duty.
In Western Visayas, officers who completed their 2-year stint are Senior Supt. Marietto Valerio of the Iloilo City Police Office (ICPO), Senior Supt. Gil Lebin of the Iloilo Provincial Police Office (IPPO), and Senior Supt. Ruperto Floro of the Antique PPO.
Floro was earlier relieved but his temporary successor, Supt. Marlo Marfil, is just on an officer-in-charge capacity because he is under-rank to hold a police provincial director post.
This early, though, several quarters doubt if the revamp plan would pursue.
Valerio, for one, has the backing of Mayor Jed Patrick Mabilog, nephew of Senator Franklin Drilon who is a stalwart of the Liberal Party.
Governor Arthur Defensor, Sr., the Liberal Party’s gubernatorial candidate, might also contend on keeping Lebin until after the May 2013 midterm elections.
Under Comelec Resolution No. 9581 promulgated last Dec. 18, 2012, there will be prohibitions against appointment or hiring of new employees, creating or filling of new positions, giving any salary increase or transferring or detailing any officer or employee in the civil service and suspension of elective local officials, in connection with the May 13, 2013 automated synchronized national, local and ARMM regional elections.
As such, during the election period from Jan. 13, 2013 to June 12, 2013, no public official shall, except upon prior written authority of the Commission.*
